Work Activities
Support strategic goals
· Monitoring s and proposing improvements in safety, security and commercial effectiveness and voyage efficiency of vessels assigned by participating in relevant seminars and implementing HSSEQ initiatives, alerts, and incident corrective actions.
· Coordinate with Marine & HSSEQ Manager, HSSEQ Superintendents for timely conduct of Office Internal and external Audits including 3rd Party, manning audits etc.
Marine support to Vessel’s
· Aware of the principle aspects of commercial agreements and ter parties of assigned vessels and associated obligations of Company. Provide Marine support to the Master for the effective fulfilment of voyage and cargo requirements.
· Assisting with identifying potential discrepancies operational standards and proposes solutions for effective operation of the navigational and cargo equipment of the assigned vessels.
· Monitors that all assigned vessels possess the required statutory certification for safe operation in accordance with Class, Port State Control and Flag State requirements, maritime legislation, safety regulations and operational standards of the Fleet.
· Oversees and monitors the overall safety, security, nautical and commercial operation of the assigned ships. Ensures the timely and accurate completion of voyage planning and cargo loading, carriage and disging activities, in order to support the commercial effectiveness of vessels and increase customer’s satisfaction and commitment. Identifies elevated risk conditions and circumstances in a timely manner and provides support and guidance to Technical Superintendents and Masters to adequately mitigate such risks. This includes ship security risks.
· In coordination with HSSEQ Superintendent, maintaining and controlling vessel’s filing system in CFM including but not limited to timely follow up of non-conformities raised during vessel’s inspections and Audits, rest hours reports and actions to be taken, review and response to the Risk Assessments, Work permits review and approval when required, incidents and near misses follow up
· In liaison with HSSEQ Superintendent, provide assistance and support to sea staff with alignment of marine requirements, guidance on human factors, standards and policies contributing towards safety and environmental protection, and enhancement of company’s image.
Execution of marine inspections
· Executes vessel’s inspections for effective operations and as prescribed by Company SMS and International regulations. Supports Master with pre-vetting preparation, including internal SIRE inspection and risk assessment. Provides responses to internal and third-party audits and inspections including SIRE, CDI, PSC Review of SMS safety related documentation. Purchasing activities
· Monitor and assess the navigation, communication, safety and other equipment needs of each vessel in cooperation with Technical Superintendent.
· In coordination with TSIs, prepare and submit budgets proposal for navigation and communication equipment and services
· Close monitoring and follow up of vessel’s maintenance status. Review and approval of all deck and paints requisitions Effective operation of the Department
· Supports the development of analytical periodical reports and the fulfilment of client specific analytical reports on issues identified and solutions implemented on the assigned vessels, enabling the accurate and timely provision of information to clients and management of Company, in order to increase client awareness on Company services and enhance their satisfaction and commitment. Communicates with clients on operational issues as required. Management of resources
· Provides on-request feedback on performance appraisals developed onboard and prepares appraisals of sea staff during sailing visits. Provides interviews and briefings as required for senior ship staff.
Qualifications for recruitment
Education Qualifications:
· B.S. degree in Nautical Science, Mechanical, or Marine Engineering, Naval Architecture or equivalent, or
· Master’s qualification
· Company Security Officer (CSO) certificate
· Designated person Ashore (DPA) Certificate
· Marine Incident Investigation or equivalent Certification
Work Experience:
· 3 years as a Marine Superintendent with Containers / Oil & Gas Tanker vessels; or
· 5 years of relevant work experience within a ship management / owning company
Job-Specific Skills:
· Strong knowledge of vessels ' marine / commercial requirements and voyage regulations
· Good knowledge of the OCIMF/CDI guidelines and requirements
· Good knowledge and experience in marine industry HSSEQ practices, marine incident investigation and conducting audits.
· Good knowledge of applicable International Maritime Regulations (i.e. SLOAS, MARPOL, ISM / ISPS Code), Statutory requirements, Industry standards and requirements (OCIMF, CDI, Intertanko etc)
· Excellent project management skills
· Excellent communication skills
· Good negotiation skills
· Very good people management skills
· Good Multitasking and Organizational Skills
· Fluency in English PC literacy
