Responsibilities:
? To independently complete procurement process, i.e. sourcing, prequalification, tendering terms negotiation, bids evaluation, contract award, contract management, invoice validation. Work closely with end user departments to create and develop RFQ/ ITB for medium or miscellaneous exploration/drilling services or miscellaneous purchase items in line with Cenovus and JMC/JPC procurement policies and procedures.
? Accountable to develop and formulate purchase orders, service agreements and assigned drilling & exploration contracts based on Cenovus established format and negotiate any and all exceptions raised by contractors. Ensure that all issues pertaining to risk, tax and finance are managed and discussed with relevant departments to ensure mitigation actions are taken place.
? Effectively communicate contractual issues and resolutions with internal client groups and ensure meaningful interaction with internal customers both verbally and in writing.
? Responsible for attestation of contractors ' commercial invoices to ensure compliance with agreed contract terms, monitor the performance of the assigned vendors/contractors through managing their KPI’s – timely delivery, product/service quality, pricing competitiveness, corrective measures, etc.
? Responsible to ensure that all decision summaries for any amendment of the contract values are prepared, reviewed and approved prior to award/amending the contract values as per the JMC/JPC working procedures and Cenovus procurement policies.
? Ensure that all procurement activities are performed in a high ethical, fair and transparent manner.
Competencies:
? Good negotiation skills and analytical skills. Experienced in negotiating purchase order/services contracts in the oil and gas industry and familiar with legal contracts exposures and the risk mitigation.
? Good communication and interpersonal skills in organizing pre-tendering/clarification/negotiation meetings with both internal and external clients.
? Have the ability to change, cope, complete tasks, follow direction, multi-tasking and able to work under pressure and time constraints.
? Good understanding of petroleum sharing contracts and relative contract law.
? High level of English proficiency required.
? Understanding of SAP system and SAP operating experience is preferred.
Qualifications:
? Bachelor’s degree
? Minimum 5 years of experience in the contracts or procurement function and familiar with the oil and gas company operations
? Good procurement experience with both domestic and overseas suppliers/contractors related to oil and gas industry
? Minimum 8 years of experience in oil & gas industry, knowledge of how oil company operates and the functions of drilling and/or development project
